This is a pull-over, almost sports bra style, bikini top that I LOVE. It has removable pads as well. When I was a 38D I wore an XL.
I would suggest someone around that size wear an XL for a "lounge" style pool or beach day but consider an L for lots of swimming, watersports, etc or when you need something to hold you in and keep the gals from moving. But just know that if you size down, this will fit VERY snugly.
